Phi Card Power Problem

I used "micsmc-gui" command to see the  Phi Card Status. But I have two questions.

Please to see the picture on the attachment.

1.What's different type between "system %" and "user %" ?

2.Why can't go to 300 Watt  when  user % up to 100% ?
